Same thing happened to me last night.
The exact same thing stuck at the steps scenario after I could not complete the throne section. Tried to set the dungeon as normal/heroic, but none of these worked.

Similar issue here - Unable to talk to Terenas at the top of the Icecrown Stairs.
Tried changing dungeon difficulty, tried walking away until Arthas despawned, no luck. Restarted using “Continue the story” several times.

3 days later and this quest is still broken.
Game crashes, reload and you’re fatiguing in the ocean somewhere outside of Isle of Dorn, spawn back to the outside of ICC, kill the three NPCs and nothing happens.
This quest is beyond broken I’m getting like 3 bugs happening here.
Same issue. I don’t want to have to do it all over again from the start.
8 days later and still and issue. they havent fixed anything after weekly reset. i cant even finish the campaign on my alt.
Tried it, didn’t work for me. Also stuck on the stairs. Two weeks after release this is ridiculous.
