Me and a group of players had been waiting for this NPC to spawn all day, like 4-8 hours… That doesn’t include the time I left and came back to find those people still waiting. I check during work, I check during the evening, I check in the morning. I stay up late, get up early, I’ve never seen it, this NPC NEVER SPAWNS! This HAS to be a bug at this point. Nearly every other boss on Broken Shore spawned during waiting. This is ridiculous, I’m guessing there’s just no way to get the blue wrathsteed then. It’s very frustrating and very disrespectful to the player and their time.
Have noticed this too. Back in legion it was up frequently. Have not seen it a single time in 2 months of doing legion class mount questlines or camping it on my warlock.
I have the same issue I been circling the Dark Stockades in the broken shore for hours where Lord Hel’Nurath is “suppose” to spawn to get the Netherlord Accused Warthsteed (purple skin) but he never does
