I've seen several people suggest this. It's a reasonable compromise. I think it should apply to ZG/AQ20 raids as well. The most important gear to fix mistake are epics and they largely drop in raids. The other option is have it only apply to Master Looted items. Then pugs can be confident that friends can't abuse the NbG system and ML is usually fair and rules are stated up front.
Some blues are highly desired, but if you really need certain blues I would run those with friends or guildmates. And you can run 5 mans/UBRS as many times as you want unlike raids where you get one chance per week at a drop.
In this scenario, guilds can fix loot mistakes for their raids, pugs won't be abused by friends needing on everything, and Blizzard GM's don't have to deal with loot tickets.

FYI, don't start your posts with "a streamer said this." It weakens your argument.
If you must repeat what a streamer says, just post it without the streamer's name at all. Own it as your own idea.

You were never able to loot trade in classic even in 40 man. Raids usually had a ML and 5-15 dungeons you rolled for gear. You could only need on items you could use. Yeah you ran into people like hunters who would roll on leather, or druids who would roll on cloth. You complained about it and you moved on. That was also the great thing about not having a cross realm LFD Finder you learned who was on the server and you just didn't invite that player back to a group ever again.

One thing that could help some situations, if everyone in the group clicks said item, it will show each player and how many of those items they own, including bank stuff.
It would allow you to know when a person actually needs an item.
Also why not have an in-game messaging system that will message everyone who rolled on said item letting them know that the item was traded to and from via in-game mail. Maybe even have a "contest the trade" option that would allow a reroll excluding the original winner.
It wont prevent people from doing it but it will make it easier to find out who the ninja looters are and make it easier as a community to call them out and chastise them by ignoring their group requests.

No loot trading and no GM tickets to reassign loot. That's how it worked during Vanilla and it's the only system that can't be abused.
