Loot table for TimeWalking chest?

@kaivax, can you clarify that the Timewalking Chest is normal or heroic loot? Blue post says heroic, but tooltip and reports say normal loot.

Also are the “special rare” items included as possible loot in the chest?

Timewalking has been normal raid loot for a long time.
