This item is needed to unlock all tiers set cloak transmog and currently it is still locked behind a raid reputation rank 2 and also with a weekly one per warband limit.

This is basically the last update of this expansion, please remove such restrictions for a cosmetic item and also make it to be available to all players. Or at worst you can do, give some cloaks drops in non raid content such as delve and weekly cache.

Blizzard please make a change on this.

Make it available in the delve vendor for 3000 coins or somthing like that, make it available on every LFR run to drop for different characters in the same week.
