Looks like they added a new Crest pack at the vendor called Celebratory Pack of Runed Harbinger Crests?

So at the NPC by the upgrade vendor I see 5 Crest options now… the 5th one allows you to convert 90 Carved Harbinger Crests into 15 Runed Harbinger Crested.

I don’t recall seeing this item available before maintenance… has anyone else?

You get that when you out upgraded the previous level of crests. You have just graduated from using Carved Harbinger Crests, and you should have a bundle of crystal in the mail.
