My choices are bear tank or warrior … which tank would you advise me to play for someone thats gonna level up and play alot.

Bear is easier to play plus has melee, ranged and heal specs if bear gets boring.
Warrior is a lot more complicated to play and only has melee specs to also play.
Warrior is the best to push content, is more interesting imo better mog options too.
Which ever one you prefer playing so you have more fun…
Out of those two I’d have to go with warrior. Yes it’s the mechanically more difficult spec vs bear, but the flip side is it’s thoroughly more enjoyable.
I’ve always enjoyed my warrior more but at the same time…bear dance.
A) Have a really thick skin and an empty ignore list
B) Wear fire proof clothes
Don’t level up through dungeons - it’s less efficient nowadays. Just use AAP and it would probably be better to level up as a dps.
Of just those 2? Absolutely not bear.
For me at least, a big part of “what makes a character fun” is the weight of their abilities and the fun of the rotation.
Press Iron Fur. Your damage resistance goes up, but did you really notice anything? Is there a sound, a cool animation? Nope. Guess active mitagation doesn’t need to be satisfying. Press your big cds, like survival instincts. You get some bear icons that rotate around you. Like the intern was in charge of animations that day. Barkskin has a feint green pulse to it if you really pay attention. As opposed to, IDK, turning your skin into bark for a minute.
The list goes on. Maul and mangle are your huge “bear smash” buttons and they have less oomf to their casting than Thrash or moonfire.
Rotation wise, moonfire and mangle procs are okay, but you don’t really have the ability to go into a fight with any short cd active mitigation up unless you are chain pulling. Class wise, the really cool stuff you want to be able to do, like toss a heal, root, battle rez, dash or a non-bear wild charge, will probably get you killed. Stampeding roar works smoothly, but thats about it.
Enter the warrior. Rage gen cd to get active mitigation up before the pull? Check. Satisfying thud thud on Shield Wall, Last Stand or Shield Block? Check. Powerful crack when using thunderclap or heroic leap? Check. Big clang when using Shield Slam? Check. Buffing or debuffing through loud yells? Yep. Growing to twice your size when using avatar? how bout that. Dynamic proc based rotation? Eh… about the same as bear.
A lot of endgame entertainment is transmog, and feral druids kind of get shafted on showing their good looks too. You’ll be back into legion farming whatever skin you have the patience for.
In terms of performance, bear can do some cool stuff with it’s high hp and certain corruptions, but thats a gimmick that won’t be here next expansion. If SL changes stay the way they are now, bears will also be losing access to some of their utility because of the way they are tying abilities to the affinity talent tier.
Warriors on the other hand, are likely to remain the best tanks against physical damage, with plenty of cooldowns for oh crap moments and progression.
