I play many other games with my friends and we almost always have a great time but when I suggest we play this together it’s like pulling teeth with them. Finding friends here is near impossible as I don’t relate with most of the people here. I’m not a hardcore player by any means nor do I want to be. I just want to relax, quest, do mog runs, maybe do some normal raiding, even start a guild for likeminded people that isn’t just for extra mat storage. But I feel like that ship has set sail long ago.
Join a Discord community for things you’re interested in. Don’t just lurk, but actually participate and try to network. Wowhead has links for a lot of recommended community Discords.
If that isn’t an option for you, just do content in WoW and try to be social. If you have a good run with someone, ask to b-tag them. If you do get their b-tag invite, actually keep asking them to do content. Don’t just let them sit there until one of you removes the other for never talking to each other again.
And you can always use the forums to look for guilds that sound right for you, too.
I’m going to toss this out there as little by little my recent transfer is seeming like the best WoW related choice I’ve made in years:
Have you considered an RP server?
Doesn’t have to be a super hardcore “You gotta be in character 100% of the time!” type of RP guild either. There are actually a decent mix between the more serious RP guilds, and the more casual ones. Hell, there’s even a fair amount of folks on the servers that DON’T do any RP at all.
Seriously, make some alts and check a few of them out. You might actually find a new hobby you hadn’t realized you were interested in as well. At the very least however, try to be courteous to the RP folks if you don’t plan on doing RP
There is a recruitment discord , much better than blizz stuff. Hopefully you can find a good fit

I think I would bounce into the guild recruitment forum, and look around there to see if any of the guilds are
A) In your same time zone
B) Like minded for content
C) Use Discord to form runs and chat while playing
People today regardless of what generation they come from seem to give up way too easily. If you want something bad enough, you have to go after it because it’s not going to land in your lap. Even if you did nothing else go to Google and ask it “how do I find people in World of Warcraft to play with who play like me?” and let the AI give you tons of options. You don’t have to treat it like it’s the gospel truth, but it is a search tool and could give you some good ideas.
