The lonely dog quest started in Pandaria, I have gone to the different locations where dog appear. He appears in pandaria and in my Garrison but does not appear in Legion Dalaran. What changed recently was i changed faction from Alliance to Horde this may of broken the quest not sure.
Nothing recently changed, but you have to do something specific to summon the dog to Dalaran.
After that, you can follow through with the TWW content to get a personal companion pet version of the dog.

Mine got stuck in pandaria. Doesn’t even show up in garrison nor in dalaran.
