They should honestly have something that allows for rapid leveling during pre-patch.
The Legion pre-patch allowed for EXTREMELY fast leveling and it was a huge success. Some people may consider coming back to WoW during this period and being able to quickly prepare alts for the next expansion, especially if they don’t already have a bunch in classic, could allow for an increase in player participation in the next expansion.
Some people are more willing to rapidly level alts for themselves than pay you an absurd fee for a boost. Allowing for rapid leveling is more helpful to having a larger population I think than selling boosts.
I leveled a Priest in Cata exclusively through PVP and the first few levels, roughly 10 to 17, were all about a level per win (as in, ~100% of the xp needed to level), getting down to about half a level per win by 30, up until around level 70 where it was consistently about 15-18% of a level per win until 80, where it dropped off significantly.
