Does this happen to anyone else? If I am mounted, at the mission desk on the ship in Boralus, and I log out, when I log back in, I am still mounted but hovering a few feet off the ground.

Yes. I am guessing it has something to do with the phasing and congestion point at the table.
My loads into Boralus are fast enough that when I first log in the ship still hasn’t phased in, so I’m able to see myself hovering over the water underneath for a split second.
Yes, but not just on the ship. Happens all over, like at whatever base it is in Nazmir where you turn in the emissary quest, and other places out in the world.
Also this. The hidden costs of fast load times.
