I’ve had this issue twice now. The first time was when I logged out in the maw, and the second (just now) was when I logged out inside a Torghast instance. Both times were before a server reset.
When trying to log that one character back in, the loading bar stops at about 75% and then eventually returns to the character select screen with a message that the world server is down. I can log other characters into that same server - Moon Guard.

im stuck in the portal, even exited the game, restarted my pc, but when i log in. i do right in the portal and it trys to send me to torgas. so i get in an endless loop. done it 3 times now. cant play. cause when i log in it trys to push me into torgas. grrrr come on blizzzz fix this… pls…
same. stuck in the portal loop and can’t do anything to get out of it. character stuck seems to be down also.

Same here and I am just annoyed beyond comprehension. Like why the hell would they put a walk over portal in this buggy game instead of a click portal like EVERY OTHER PORTAL IN THE GAME???
Same problem, tried logging in a different character to level an alt, the portal to icc in the first quest log me out of the game
Same issue. I went to go into Tourgast, and it is a non-stop loading screen. I’ve tried everything to get out of it. 
If it helps others, when this happened to me the first time. I just kept trying and after a half hour or hour (?) I was eventually able to log in. This is a bad bug with a high priority to be fixed as it does prevent players from being able to play.
I have this exact same problem with my mage, keeps saying world server is down, i can log on my alts that are in shadowlands just fine

Same problem, stuck on loading screen to Torghast. Disconnected last night on Torghast and just came back today to log in. I get “World Server down”
Guys I FIXED IT, those of you who have the repeating portal loading screen.
Create a macro on your mouse click the W key fast, as it flashes back to your screen it will slowly move you out of the portal range!! God how frustrating was that… LMK if it works for you too, GL guys
Drspoon - You can submit a ticket, but Blizzard makes it really difficult. REALLY difficult.
In this case, I went to Technical Problems, then Can’t Connect, scroll to the bottom of the screen beyond all of the articles, there is a button something like “Still need to contact us?” Click that.
The screen asks for bizarre info like a traceroute output and two graphics diagnostics files. I just entered dummy txt files with THIS ISN’T RELEVANT TO MY ISSUE in them. Then you can submit it for response.
Ironically enough. The first time I submitted the today’s ticket, the support website came back with an error that it couldn’t submit the ticket and I had to redo it.

Same. Torg mission never loaded after walking into portal, now I’m in a perpetual loop.
Use a macro that clicks the ‘S’ key constantly at 0.4s increments. It worked for me. Go make lunch come back 10 min later.
