Good evening all just wanted to drop in and ask a question hopefully get some insight from a GM if possible. I just resubbed to WoW in hopes to play with my farther currently playing on this lovely realm. Does anyone know how I can create a character on this realm with its current locked states? Any help or guidance is appreciated.

Try to contact support. There’s currently no way to make a new character on a locked realm if you don’t already have characters on that realm.
I don’t know how they’ll respond, but that’s your only real option. Try to get live chat if you can to better explain your case and have a higher chance at getting better support. If they accept, it wouldn’t take much for a GM to plant a level 1 toon on this realm on your account which should enable you to create your own characters.
