With WoW going into a new direction of more RPG-elements, meaningful choices and restrictions to differentiate yourself from other players, it is only natural to also lock the specs of players.
It is not comprehensible why mages could forget and learn complete schools of magic on a moments notice. Changing specs should be a task that requires a 3-4 week commitment of something meaningful to drive home the importance of making this choice. For example a bunch of world quests.
This would massively improve the RPG-feeling of this game and really stick it to min/maxers who destroy the game for others with their way of playing.
This change and the meaningful choice it brings, will bring back the good old mantra: “Bring the class, the covenant or the spec, but definitely not the player”.

Why stop there? locking specs is still minor change when it comes to RPG
Have faction reps actually matter, switching sides, dialogue quest that will change your entire story line. Professions that actually take time and is a legit way of playing the game differently , actual character deaths, thievery, bounty systems e.t.c
Wow isn’t that extreme RPG game , don’t ask it to be

Why not just have one character per account and you have to delete it to reroll.
OR! Hardcore mode where if you die you have to start again
