Lobotomizer in Raids

So pretty much everyone says not to use Lobotomizer in raid because it will take up a debuff slot.

But I heard someone mention that it doesn’t seem to actually apply so I’ve run logs the last couple weeks and dont see the debuff applying a single time in raids, though it does show up other times…

So is this just something every one assumed was true without actually testing, or am I missing something?

My assumption is either
A: it doesnt apply to raid bosses
B: Its so low priority it will never hit
C: I’m missing something in the logs

Perhaps that might help you. I cant post a proper link. It seems to have such a low priority that running in the raid doesnt really amount to much, but at the same time it wont push off anything important.

I wish more raid leads would understand debuff prioritizing and how it works.

It also has absurdly low proc rate.

Bosses are immune to the proc.
