It would have to be changed from the sod iteration that only requires you to be out of combat. Soooo roguey after sap or hunter freezing feign death are RIPE opportunities!
Literally no one would ever do this, but yes let’s raise panic over something that would never happen. And so what you get sapped, they respec combat. Uh oh who cares.
A rogue using Prep to reset, then respec to combat and use AD/BF to finish you will absolutely be the meta of 1v1s

And if we’re talking world PvP, which has never been even close to balanced to begin with, if you’re out by yourself and get caught like this you kind of deserve it anyway
Assuming Dual Spec is still going to be a gold sink costing ~1000g similar to an epic mount.
How many of these casuals begging for it were even going to re-spec 20+ times in their total playtime of fresh to reach the breakpoint where it would actually save them gold?

Nothing with mana as it removes 100% of your resources.
See a rogue doing it if he catches someone while in a pve spec. /sap and then spec pvp.
