On the map I see the exclamation point for the quest Lingering Shadows. When I enter Foundation Hall in Dornogall the quest giver is not there. I am not looking for hints or quest information. All I want is for the quest giver to be in the location marked on the map. Can you place the quest giver where the quest marker is located please?
The quest giver is supposed to be Alleria Windrunner (Wowhead link). I’m having this problem too. The exclamation mark shows on the map near 42.2 27.0, and my quest log says “Continue the campaign by accepting the quest “Lingering Shadows” in Dornogal.” But Alleria is nowhere to be found. Perhaps it’s because she traveled to Undermine in patch 11.1.0, that she’s gone from Dornogal?
A similar problem happened to Khadgar for starting the “Uniting the Isles” quest, maybe this helps: In 11.0.0, if you’d started the TWW pre-patch content, Khadgar would phase out of Legion-era Dalaran until you completed the storyline. (*That issue actually evolved into him vanishing entirely in the next patch, whether you’d started TWW or not… Hope it’s not that!)

Ik this is almost a week later, but I just spent the last like 1 1/2 hrs trying to figure out why the quest giver wasn’t showing. My issue was that I had completely disregarded the “The War Within” that said to get all War Within reputations to renown 4 before continuing. After getting “Hallowfall Arathi”, “The Assembly of the Deeps”, “The Cartels of Undermine”, and “The Severed Threads” all to renown 4 or above, I was able to progress.
regardless tho its kinda stupid that the “Survivor’s Guilt” and “Lingering Shadows” quest even show before you even complete the renown stuff…
