Logged in to do some quests this morning. Seen the Campaign: 0/1 Chapter for Lingering Shadows. Went to wowhead to see where its started. Went to Foundation Hall and the NPC is not there. Ive disables all addons and still nothing popping up. Please help start the quest line or reset it?

I am having this exact same issue on multiple characters.
To my knowledge, Blizzard could care less. I still can’t complete or abandon the entirely buggy “Rescue Mission” in Niskara to, ironically, rescue Alleria Windrunner. And yes, I put in a ticket for it. I’m in the Foundation Hall right now, right where she ought to be. Nope, nope and uh-uh.
