Have been farming the missing piece all week with no luck, camped all locations on Wowhead.
The Right Hand is in the same cave as the Broker Device you retrieve for 
Rule 7: Betrayal is Inevitable. When you click on the Broker Device, the cave will phase so that you can’t see the Right Hand. After you are done with the quest and step out of the cave, it will phase back so you can pick up the Right Hand.
From wowhead, make sure your not phased. In this it says with this other quest you would be phased and would not see the right hand.
