Lights grace rune steps seemingly completed but still cant buy it. How do we know if its a bug or what happened

I followed the steps to a T and the question some people have asked were “Did you do the dialogue or just BoP the goblin”? I Did the dialogue. So getting that out of the way, I went down to booty bay, talked to his brother, still no rune to buy.

Because of how SoD is built, blizzard likes us to discover and find things, but how do we know if we’re missing a step or if its bugged? This rune has already left a bad taste in a lot of holy paladins mouths because it was positioned against a much stronger rune when we have dead slots, but now we have to guess if we did it right on this already frustrating rune “quest”?

Same problem I am experiencing too. Reached out to a Gm but still waiting.

It’s a bug, go back and repeat it. Had to do this myself. Did it the first time, went to booty bay and nothing. Went back repeated and it was available.

I went back to repeat the quest after the rune wasn’t available at the vendor and the dragon wasnt even on the top of the hill anymore.
