Spec Ret, select it, spec back to whatever you ususally use. It works. Holy’s been using it for a long time just for the wings increase.
I am not seeing Lights Decree in SL ret.
I dont see “Lights Decree” in any Paladin spec spellbook or talent matrix. I cant see my conduits right now. I have to go back to Bastion to see them.
Once you enter the Shadowlands your azerite traits are turned off. You won’t be able to use them in SL.

It has always been ret only. You need to be specced ret to pick it than switch back.
