Im leveling through Dragonflight and I need to pick up 4 books, however, the Book “The Lord of the Wings” is unable to be picked up/ not spawning.

I am having simular issues, Ran through the quest just fine two days ago on another character. I have tried to reload the ui, log out, and back in again, even rebooted the computer, because why not. Nothing. No joy.
Same, I did the same steps abandoned quest, reload ui relog, restart, I am still unable to pick up the book.
What is really unfortunate is that this quest has to be completed so that you can move on

Im wondering if the bug is when we lvl with Chromi, time travel.
