I am looking to start fresh on a different cluster other than the PvP West (Anathema, Arcanite Reaper, Bigglesworth, Blaumeux, Fairbanks, Kurinnaxx, Rattlegore, Smolderweb, Thunderfury, and Whitemane). Are all the other PvP clusters like super dead? Or is there atleast somewhat of a community on any of them where I can find groups and stuff?
Mankrik cluster is PvE.
meh… nevermind. I went on each cluster, created a lvl 1, and did /who 1-10, 10-20, 20-30, etc. and it was so dead on the other pvp clusters… only names I saw were bot/gold farmer names on each level bracket. Sad…
There are some discrepancies in your OP about location/servertype/realms:
the PvP West is a 10-realm Cluster:
the 5-realm Cluster that you mentioned is the PvE East
If you could clarify where you are playing I might be able to give you a better response. In short, the two clusters listed above are the most populated Classic Era clusters in North America region. They both receive free transfers. There are small communities that play in the other NA clusters:
the PvE West
the PvP East1
and the PvP East2
I myself play Horde with my guildies in the 5-realm cluster of the PvP East1. We are a small but tight-knit community, welcoming new and returning/re-leveling players. Some of us are just hitting 60 for the first time while others are seasoned raiders and PvPers.
I should add that there are also Roleplaying realms and they are not clustered (still queue the same for PvP instances with the rest of NA servers): Bloodsail Buccaneers [hosts the current HC population], Grobbulus [active Ally guild progressing through Naxx: https://us.forums.blizzard.com/en/wow/t/free-yourself-from-the-shackles-of-gdkp/] , and Deviate Delight.

Yea, sorry about that. I updated my OP, I was looking to get away from the PvP West server (the one with Whitemane). I just want something a bit more laid back. I only checked alliance on all the other PvP clusters so I suppose I could start a horde character. I’ll look into PvPEast1. Thank you.

I regret to say alliance in our cluster is primarily gibberish-named hunters/mages in Dire Maul/Stratholme. Faction-split is unique for each cluster but I can assure you that in the PvP East1’s case, Horde is the side with more genuine players.
We are on the EST timezone so you’ll more likely run into the aussies at this current hour. We raid on fridays. Most anyone with our guild tag can fill you in on specifics, share a disc link, or /ginvite. Best of luck m8
