Can you level alts in the pre patch event the same way you could in the tww event?
The world quests give great xp, but you can only do 4 of them every 3 days. The rares uncommonly drop bonus xp, but in my experience not nearly enough to make leveling viable.
Generally speaking, this is not an alt catch-up event.

I’m trying to level, I haven’t seen another soul in the zone to help with any rares.
Yes but you can level even faster in Timerunning. Yesterday afternoon this character was level 40. I’m 80 now, hit it a couple of hours ago.
