I don’t have an answer for you either, I’m afraid.
Someone could work it out easily enough, by levelling a character and taking measurements at each level, but AFAIK nobody has.
There are reasons for that. I can think of at least two.
Nobody cares. Levelling is so fast and meaningless now that stat ranges and percentages don’t really matter at any level short of max. It wasn’t always like this. I remember when I started in Cata, yours was the kind of question I worled out. But then Blizzard introduced scaling and the whole pre-max game turned to goopy mud, because nothing is real, mobs don’t have real health, and we don’t have real stats.
Similar to the first point, scaling means that the mobs’ stats level up with yours when you gain an extra level, and it all kind of evens out into a featureless swamp. So, at most levels, you end up with about the same effect.
However, during the later levels coming up to 70, you will find your stat percentages shrinking, and feel yourself getting weaker against equal-level mobs. In principle, this shouldn’t happen with scaling, but it does, because like trying to wrap a sheet of paper around a ball, the numbers just don’t work, and I suspect that the devs left the crease there to make you appreciate feeling powerful again once you get some gear after hitting 70.
The way stats work, taking your case as an example, is that
at level 68 you have 685 Crit rating, which gives you 12% chance of a Critical strike
at level 69, you will need more Crit rating to maintain that 12%, but ofc your gear won’t automatically update, so your 685 Crit will give you less Crit, say 10%
That is, at each level, your base Crit (character Crit) increases, but not by enough to maintain your previous effect until you get more gear with more stats on.
The good news is that when you hit 70 and complete the Campaign through the end of Thaldraszus, you will be led up to Alexstrasza at the Seat of the Aspects, and she will open World Quests for you, which will give you a quick bump in item level on your gear.
Also, you will be able to start the Dreamsurge (In Waking Shores this week) and collect all the Dreamsurge Coalescence you can, to buy one 415 piece of gear for each 100 Coalescence you collect. You get 10 Coalescence for each World Quest in the zone. The Coalescence is also collected from the glowing green orbs you will see as you fly around the zone.
When you get some 415 pieces on, you will feel a lot more powerful!

Yeah just realized that the actual gear you have matters more than your character stats, its just not about changing some numbers as you level. Its also about the gear and stats you have on that gear.
When you factor in everything available in the game its a bit more complex than i originally thought it was.

Because nobody cares about mechanics below max level, they don’t support sims below 70, but you can find a 70 to examine. That character is in Feral spec, at least as I look at it now, but it will give you some sense.
Incidentally, I notice you are in Resto spec. If you are questing, that could make it VERY hard for you, especially at the levels just before 70. Resto is built for healing other people in a party, and is really not suitable for killing mobs in the world.
If you are finding the going slow, I recommend you change specialisation to Guardian, change to Bear form, and simply start destroying everything as far as the eye can see.
Guardian is a Tank spec, and it’s nearly impossible to die in the world as a bear. Its damage doesn’t match a DPS spec, but it’s a lot better than Resto, and you can pull as many mobs as will stay near you without any danger.
Druid has two very competent damage specs in Feral and Balance, but given your unfamiliarity and your relative weakness at these levels, Guardian is a safe bet.
