I just used my Level 60 Boost. I am unable to use portal to Oribos.
All I can find is “Visit Highlord Bolvar Fordragon in your faction capital to start the questline to enter the Shadowlands and unlock Covenants.”
Unfortunately, I cannott find Bolvar in SW or any Shadowlands Start Quest.
I appreciate any help. I’m stuck!
If you haven’t yet, try logging out and back in. That can sometimes trigger “automatic” quests that don’t pop when they’re supposed to.
I have logged out and in several times. No luck.

You sure it’s Bolvar? I know for Horde, we speak to one of the Ebon Blade DKs. I figure Alliance would do the same – bc Bolvar is at Icecrown, not in the capital cities.
edit: Look for Whitemane, supposedly outside SW Keep.

Sounds like a typo on blizzs part then. I belive its mograine that appears in both?
Just down the bottom of the stormwind castle steps for alliance or outside grommosh hold for horde? Not sure what its called

also suffering from this! used my dragonflight boost to 60 and would love to be able to quest in shadowlands but bolvar does not exist and the seed quest popup never happens.

Yeah its Whitemane, she’s standing next to Darion at the bottom of the stairs at the Stormwind Castle.
I didn’t boost, but I did level a Warrior from 35 to 60 in Classic dungeons, then logged in and out to get the quest.
I have found a solution for this! After a bit of scouring, someone suggested party-syncing with a friend who had the quest “A Chilling Summons”. Immediately after partying with them and syncing up to do the quest with them, I also had access to it outside of the party. I’m now able to progress through Shadowlands normally. Hopefully this works for you too.
I ate him the Horde Council said I couldn’t eat the giant tasty looking Cows abd well he was just standing there pre cooked 
@ Ayvan I appreciate your reply. I am happy you got it fixed. Unfortunately, I am having trouble getting anyone to help regarding your party-sync resolution via Trade Chat. My ticket has yet to get a reply and it says “Average Waiting Time for a reply is 44 days.” Arg! Wish me luck! (fingers crossed)
