I am level 2 Garrison and I cant figure out how to upgrade it. Is there a pre-requisite? Like a quest line I need to do? thx in advance.
If you’re trying to do it on a low level character, you have to be at least level 40 to upgrade the garrison to lvl 3 iirc

There should be a quest from your garrison architect by the building table. If it isn’t there then perhaps there might be a level requirement as stated above.
I cannot confirm as I haven’t taken a low level thru that expack yet.
There is a quest “Bigger is better” to upgrade to level 2. It requires a trivial amount of garrison resources. After that, you should be offered a quest, “My very own fortress”, which requires a large number of garrison resources that may take a couple of weeks to gather (2000), and 5000 gold.
Garrison resources can be purchased on the auction house in a “Huge Ogre Cache”.
