Level 10 Panda's Can't Use Mounts?

I know I’m missing something, but I don’t know where else to post this. My Panda just hit level 10 and she didn’t get the automatic mount training. Instead, when I hover over a mount, it states “Requires level 10”.

Is this intended because of the fact we haven’t chosen a faction yet? Or is it because riding isn’t allowed on the Wandering Isle? I cannot recall.

The answer is yes to the faction part, you can use the turtle mount that gives you swim speed I think but that is all.
