No, Genemancy isn’t the magic that manipulates people called “Eugene”.
Genemancy is basically genetic engineering, Warcraft Style.
So far I’ve only seen one culture that dabbles in it: The Mantid.
Rik’kal the Dissector seems to be a Genemancer as well.
Rik’kal the Dissector says: Bloodseeker, your regenerative powers fascinate me. I wonder if you would consent to a few tests.
Skeer the Bloodseeker says: What kind of tests?
Rik’kal the Dissector says: Just a little cellular trauma induction, maybe a few tissue samples, a session of micro-sonic deep gene-probing. Nothing terribly invasive!
Skeer the Bloodseeker says: What was that last part?
Rik’kal the Dissector says: Tissue samples?
Skeer the Bloodseeker says: After that.
Rik’kal the Dissector says: Nothing terribly invasive?
Skeer the Bloodseeker says: We are done talking.
Rik’kal the Dissector says: That is quite an impressive beast you have there, Manipulator. Very intriguing.
Kaz’tik the Manipulator says: No.
Rik’kal the Dissector says: All those years in stasis followed by sudden, rapid growth.

Kaz’tik the Manipulator says: And I am just saying, Dissector, that you do not appear to possess any resistance to sonic manipulation.
Kaz’tik the Manipulator says: How would you like to suddenly become “intrigued” by your own thorax? I bet your skilled hands could perform a self-vivisection in mere seconds if they were properly compelled.

I have coated your weapons with my special mixture, Wakener. You will infect every corpse with a mutagen that… well… you must see the results for yourself.
Now, the two questions that the existence of Genemancy raise are:
1 - Why aren’t more peoples doing it?
2 - Why aren’t the Forsaken in particular doing it?
Because it seems like a very useful skill to have, especially on Azeroth, the world where seemingly everything is legal and there’s no such a thing as ethics.
(And before you try to question this last sentence, try to remember how many baby Dragons you’ve killed so far)
The Forsaken deserve a special place in this discussion because they are the race full of Crazy Scientists that struggles with reproduction issues.
If they had Genemancy they could grow new people in a vat! Just take the genes of the mother, the genes of the father, mix them up with Genemancy and BOOM! New people!
Now, one issue that could be raised is that the Mantid hold these secrets and they wouldn’t share. Not a problem. We’ve roflstomped them twice in recent years. There’s absolutely nothing stopping us from rolling around their city taking their secrets, their money, the rings off their fingers and a bite off their sandwiches.
