Lower level, fresh accounts will need help getting access to more gear. I had to fight tooth and nail to survive as a warrior. It was so brutal. Weapon upgrades helped nicely. Not saying to give stuff away for free, but lets atleast make the AH look more alive than it has ever been before.
As a community we should come together and form dedicated crafting guilds. This will boost the economy, and teach people to push the drops and gear they find BoE down to the right adventurer level spectrum. I think this will open up some interesting opportunities and interactions.
