TLDR: Azerite trait dmg and healing scales inversely to your equipped iLVL. Traits with static numbers (not percentage based) will scale exponentially by lowering your equipped iLvL.
"PvP Scaling Magic" -
Damage - You become more balanced as you and your enemies iLvl are closer together. If your iLvl is significantly lower and your enemies is significantly higher, you will deal more and take less damage from them, and they will deal less and take more damage from you.
Healing - You will heal your teammates less if you lower your iLvl and they have a higher iLvl. However, they will be able to heal you significantly more in proportion to your total HP when your iLvl is low and the healers iLvl is high.
UPDATE:
Based on peoples testing it seems like the optimal gear setup would be -
Highest iLVL Azerite gear with triple stacked traits.
Low iLVL armor with the most gem sockets possible and most optimal secondary stats for your spec. Also, old world gear with special bonus effects on them.
The bonuses from lowering your iLvL seem to taper off once you get
below 300 or
above 370.

You can do more damage depending on your azerite trait stacking
You take less damage (amazing for rbg tanks btw)
It's more reliant on your azerite traits.
you also do less healing.
Tested healing with a friend too,
regrowth crit him 29k at 358 ilvl, 138k hp
regrowth crit him 29k at 298 ilvl, 98k hp
(heals aren't scaled when healing lower ilvl players)
So with this in mind:
The optimal 3s setup would be two dps with no trinkets equipped, optimized gear offstats around 300 ilvl for reduced damage taken. (don't forget azerite triple trait stack)
healer still stays max ilvl for increased heals.
lower ilvl with azerite trait stacking scales damage done/taken and azerite traits but not heals
oh no.

In an effort to abuse this and hopefully help blizzard realize how stupid this scaling is, what are the best classes to take advantage of this? Obviusly feral druid, but what else?

wasn't it impossible to test anything BECAUSE of this scaling?

Beta is only for pve bosses and Kirin tor tavern crawl like world events silly

Probably 3x crushing assault, since they others have been nerfed.
Why is scaling in the game again? Its only causing more problems lol.
40th year of existence, 17th expansion, and they still can't get PvP right.

A: No. The "PvP Scaling Magic" that was implemented in BfA means that your enemies see big numbers when they hit you, but if you check your combat log, the numbers will be significantly lower.
You will probably take more damage in comparison to your health bar if your gear is that low, but you will not be one-shot like you would have in previous expansions. At one point in the video above, you can see me right click my friend and a few numbers stream by on my side (roughly equivalent to 10k damage), but it only reduces his health by 5k. My damage was cut in half because he was wearing no gear.

So he's recommending that you just remove your trinkets and rings and get your ilvl as low as possible

They need to remove this scaling crap and fire all involved in implementing this asap!
So what i did was stack shadowstrike trait x3 dropped my ilvl to the lowest gear at about 300 but my azerite pieces were all 340+ and.... shadowstrike hits for 10k a pop when in dance at 10 stacks..... This'll translate to anything that stacks damage..... Sub Dream is alive bois.
