Please allow me to choose my hearthstone’s effect when I use it. I am very used to using the Hearthstone from my bags, and have 0 room to add it to my Action Bars. It really is a pain to find the right hearthstone from the toys collection menu as well.
If there was a way to predetermine the effect for your hearthstone this would solve the issue of unused hearthstone toys! I suggest making it like the application of Poisons on Weapons, but I am sure there are other ways 
Couldn’t you just add it to your favourite toys and open the toy tab?
Or add it to a macro. With a modifier key or something.

Type “hearthstone” into the search thing in the Toys tab. That’s all you have to do.
I use the Tome of Teleportation addon. Adds a little button to your minimap that will quickly pull up every portal type toy or item you might have, including every Hearthstone toy. Very handy.
It even includes random stuff like the Timeless Isle trinket and Cloak of Coordination and takes care of equipping/unequipping it for you.
Rare occasion in GD for me but hard agree. The HS toys should just apply to your base HS like a glyph does to a spell. Using a different one from the toy page just changes it to whatever effect is chosen.

Are you only using two action bars or something?
Is userandom/castrandom still a thing? If so you might be able to solve this with a macro like
/(cast|use)random ID1, ID2, ID3, ID4...
Yeah…I have I think 5 extra bars. I ended up filling 2 of them with what could be considered nonsense (pet summons, toys, etc). There’s no way that they have zero room, or are incapable of cleaning their bars up.
Don’t you have like 120 action bar slots or something?
I have mine added to a hidden action bar on the right of the screen (it shows on hover) and hot-keyed to F12. Use a different effect on every character and have an extra bag slot.
In the top right corner of my screen, under the show on hover Game Menu, I have hidden another action bar with a bunch of different teleport items in it. Dalaran, Garrison, Old Dalaran, Argent Tournament, Stormwind, etc…
I delete my hearth i only use the toy version based on the holiday event its close too

Always find it funny how people complain about non existent problems and struggle to justify it.
How can you even see the game with that many action bars on screen? or are you stating your 2 action bars a full and you don’t know how to get another one?
Love that thing. If you’re an engineer, it shows all your worm/wyrmholes, too.
