Currently the only possible way to have a meaningful run of old dungeons is to find a low level, party with them, turn on the sync and then queue for a dungeon together. Really wanting to be able to just queue for any pool of leveling dungeons as a max level to return to old content on command and help new players/leveling players through old content.
There doesn’t need to be any big incentive for this I would spend so much time playing WoW just to do Vanilla dungeons on my max level, the scaling is already there just let us have an extra dungeon queue tab for this. It will also widen the player pool for less popular leveling dungeon pools to help queue times along with just being easier to queue with friends without the complexity of the sync system if most players are even aware of the sync system to begin with.

Sorry, that’s so utterly, totally boring.
We’ve seen many folks lament about queuing for a dungeon, and before you can type the “H” of “Hi All”, the “tank” is halfway through, and pounding on the first boss.
The play experience for random players is mostly awful to have a one shotting OP plowing through the dungeon. As the name of the book goes: “A long walk spoiled.”
The other solution we already have, and that’s Timewalking (which is bad enough as it is).
If anything higher levels are not going to be queuing for a dungeon to blast through it when they have no reward or experience gain incentive to do so. Again you can already queue for these dungeons with the sync system so it is a already a thing that people are doing most people just don’t know about it. Last time I did them I was hardly doing any damage to mobs or bosses because of being scaled down.

I’d argue you just use a similar system that of FF which creates a 1 time Daily que bonus for going into low level random que to help speed up those timers. Giving players a gold chunk or perhaps even letting them pick a token to get that helps level a renown they prefer or something would work.
