Exactly stated as above. Current state of the game is that the mage tower is extremely unbalanced depending on the class you play.
For example xylem is hell on frost dk and a cakewalk on havoc. At least allowing for 7.2 tier gear and legion legendary would be closer to the difficulty when it came out ( tomb of sargeras)
They won’t do it because then people would feel forced even more into farming older content to do the MT.
It’s fine, mage tower is a l2p issue. Legendaries aren’t coming back, and definitely not tier sets.
Instead discuss what you’re struggling with and see if people from your class/spec can help. I’ve done frost dk and unholy dk, so if you need tips talk about your bottle necks and I might have some advice for you.
I just take so much damage I die. I interrupt the cast, I kill the shards, but its so much damage I just die. I’ve beaten it in legion using the Ebon Drake Cloak.

Frost DK was tough, yeah. In my opinion it was the hardest and most annoying one (out of the ones I did). The deal with the prison is something you’ll have to perfect, but it’s not that hard.
You want to use killing machine and rime procs on those shards. If you feel a prison is coming, save it for the prison. Xylem p1 is a marathon, not a sprint. Use obliterates, howling blast with rime procs, and death strike, as much as you can. A destroyed shard = strong death strike. Practically a LoH for every destroyed shard. Target shards in front of you and move ahead slowly as its being destroyed.
Remorseless winter and death and decay help a ton, but you’ll have to learn to be pre-emptive with those. You can also alternate your defensive cds, but be smart about it. Don’t plough everything on one prison. One cd here, one cd next. Pick up the ravage seed pod for a free prison escape (though honestly I ended up getting so good at killing prisons I just used it on boss instead).
I would take that first prison you get and see if you can continuously get out of prisons without CDs. Once you perfect it you’re golden.
Make sure you have your weapons enchanted with runes btw. Fallen crusader is a must. iirc crusader/fallen crusader was meta, and for p2 you swapped to crusader and razorice for the ads. So you need 3 weapons if you want to min-max.
