This is a bad idea, kids. Imagine being a shaman and your guild faction transfers and you’re totally alone? LOL.
The best way to go about it is blizzard take hugely imbalanced servers and redistribute population - and even that is a bad idea.
Why cant we have services to transfer off its so silly. I also want more balancing and more content. Why cant we have a few expansions to do this to where we have the story of Sylvanis and such. Like jeez If only we could get to level 120 and have hard mode dungeons where I can see how good players are by a number and only invite what I want. If only there was somewhere to do this 
They really dont want to make money at Blizzard do they.
It’s so much more fun to level as a shaman than it is a paladin, so naturally, this would be the only true way to level a paladin to 60.

Don’t care about honor farming or ranks. I will queue for AV for the rep rewards but people like me only go out and kill alliance for the sake of killing them and making their experience as miserable as possible.
So raid geared Paladin suddenly transfers to naked shaman as shaman’s can’t wear plate ?

Sorry but no faction changes in Classic due to the split of Paladins and Shamans plus if the player has even one alt it will fail due to the one faction per PvP server issue.
…
How about re roll to a server that supports your preferred play style instead of complaining about PvP on a PvP server.

There really isn’t a solution that Blizzard can do. The damage is done. Best thing that could happen in my opinion is horde rerolling to ally. Faction transfers would ruin the community. As noted above, shamans and paladins would be left alone or forced to roll a class they don’t want to play. Reroll to the faction on an imbalanced server that is lower. That would hurt shamans and paladins but it’s about the only thing the community can do.
Blizzard should of launched with more than the handful of servers they did and made the population cap a lot lower, something more realistic to vanilla numbers.
