Is anybody having an issue with these Lesser Keyflame? I’m throwing Radiant in it, but nothing is happening.

I left Raid and it’s fine now. Not sure if that’s by design.
lol…Ok…I’ll say it. We made a booboo. 
Lesser keyflames track as quests, and normally quests can’t be done (or accumulate credit) while in a raid.
It is intentional, therefore, although it’s not documented and you’d have to recognize a mechanic in progress.
Or just not get into the habit of staying in a raid, because that really accomplishes nothing productive in open-world play.
I found that I was not getting credit for the world quest if my quest log was full. I began getting credit once I made room in my quest log. Why is there a quest log limit to begin with Blizzard?
