Same issue. Reported bug in-game. Hope they fix this, as I wanted to level while completing Monk class hall. Was going to do this on multiple alts to get every class mount in the game during pre-patch. What a shame.

Please fix this. Have a few class hall mounts I’m working on right now.
Sent a ticket today just to make them notice.
I was able to hand in legionfall war supplies and complete begin construction by using the following script, /script C_ContributionCollector.Contribute(1). Open the table before running the script.
The legionfall construction table must be opened before running the script, otherwise it doesn’t work.

Still not working for me except - there is a work around!
While looking at the table (blank screen), type /script C_ContributionCollector.Contribute(1)
This will complete the quest as long as you have the necessary resources…
