Using the Mobil App and viewing what Legion World quests are up, the majority of them show a reward as Nethershards on the map. The affected WQs seem to be ones that reward Waking Essence or Order Resources.
If you click on the WQ in question it correctly states what the reward is at least.
This is a relatively recent visual but but has been going on for a few weeks now.
