Why it’s literally just retail with a few new cosmetics 
like it’s cool for collection but it’s quite actually just the usual legion questing/dungeons/raids.
A placeholder is someone who holds a place for a superior officer in their office. From the French, we get the word “lieutenant” which in most militaries is a low ranking officer, but in navies tends to be equivalent to an army captain.
