Why is this a thing still? Go on moonguard and go to the park and you will find a guy exploiting a legion quest that allows him to find safespots in sw city to get full immunity, as well as the ability to be annoying with grapple hook across the city as a rogue. Like what is this?
Funny enough you can be an alliance rogue, and if you have this quest you become enemy flagged in the city.
This quest should be on its own phase, or remove the immunity
The amount of things so utterly broken in legacy content right now is up the wazoo. I get the sense that even Blizzard has stopped keeping track and exerting themselves to hold the decay at bay.
