Legion Invasion Skull NPC Glitch?

Anyone else leveling in Legion and when an invasion is happening you will encounter random NPCs that have the skull symbol for their level when you click them? Or when you however over them they have the “??” symbol meaning they are way above your level?

Is this an oversight by Blizzard or is it intentional?

Likely one of the many NPCs that didn’t get rescaled during the level squish. My guess is it’s still level 110.
