The Legion gathering glove enchants (Legion Skinning, Legion Mining, Legion Herbalism) now have a hidden maximum ilevel of glove they can be applied to. Neither the enchant in the profession book nor the enchant on a vellum state what maximum ilevel of item they can be applied to. The error message when trying to enchant an ilevel 80 pair of gloves simply says “target is too high level”.
I confirmed I could still put the enchants on a Legion tailoring crafted pair of gloves of ilevel 50 as well as a Legion world drop pair of gloves at ilevel 48.
Same with the should enchants “boom of the mana seeker” or whatever. I tried to enchant one of those and get the error you mentioned. Funny thing is, my shoulders already had a “Boon” enchant.
There should at least be a warning on the enchant item.
Over a year later and this is still a problem. The enchanting book and vellum do now state the maximum glove ilevel is 60. However, I should not have to farm or craft low level items just to speed up my Legion herb farming.
Kul Tiran glove enchants do not have a similar limitation on what ilevel gloves they can be applied to. It seems like this restriction was blanket applied to all Legion enchants without making exceptions for the glove gathering enchants.
