These Legion bonus objective quests are impossible to clear on this character. They show up on the map, but when you’re in the area nothing pops up to allow you to progress. All addons have been turned off, this is on a fresh game install.

I have the same problem, I found the way to solve it using Chromie Time Leveling.
The problem was I reach lv 60 and now I can’t use Chromie Time Leveling. So now I have the quest Ruins of Shala’nir at 10% without any chance to acomplish.
They are totally bugged, and a real annoyance for completionists. At this point, you HAVE to clear them all by 59 to get them off the map (or 44 if not in Timewalking). If you are about to level to 45 or 60, turn off exp until they are finished. Only workaround at this time.
I believe you can complete these if you use the party sync feature with someone who is capable of completing them.
As an aside, did you all do a faction change? This character started as horde (did all the objectives at one point), swapped to alliance and then back and had all the objectives reappear on the map. Sad day.
Yeah my character was faction changed. There have been a couple of broken questlines because of it, for example my Gladiator’s Arena/Lumberyard upgrade in Gorgrond is broken… Really annoying because this is the one character I actually care about completing things on.
