I can’t find where to start this, Kalec isnt in the Dreamgrove. No other quests in Dreamgrove other than Ravencrest;s Legacy. Only quests in Dalaran is the Feral and Balance artifact quests.
I can’t find any addon or way to tell what quests I need to unlock the first one ( The Power Within) but Kalec isn’t at Azurewing Repose in Azsuna either.
The Balance of Power stuff is a very long chain that requires you to do a LOT to acquire.
Should be able to help you get everything you need to complete it, however.

I can’t even start it. Kalec isn’t found anywhere, I can’t find the quests that lead to him either.
You need to complete those first before he even appears. That’s why I linked a guide. Another comment brought up that you need to progress the upgrades enough for you to unlock the ability to equip 2 legendaries as well.

Finally went through every single quest and found I’ve completed up to Idol of the Wilds class hall quest. So will start there.
If you find yourself in that predicament again, the addon BTWQuests (with the module for the correct expansion) is very helpful at figuring out where you were on a questline.
