Legion remix showed there was an assault in Highmountain (which we can’t do yet), so there were no world quests to do for the emissary.
This is how it was during Legion, and still is in retail. People were especially annoyed when an assault eliminated a FFA WQ, which meant the honor was unavailable and could never be made up. I’m not playing Lemix, but I hope they didn’t try to replicate the awful Prestige honor system.

That sounds annoying! Thankfully no honor to worry about in remix, and I’m assuming you can just wait out the timer of the assault to finish the emissary, but still kind of clunky if the timing is bad. From what I’ve seen from other videos/reports there are a lot of world quests that just don’t show up in remix even when there isn’t an assault and you have to do some funky workarounds to get them to show up. I’m hoping they fix it before the assaults release.
