I don’t know if this pertains to ALL legion assaults, but the Stormheim assault is broken in at least two ways:
[Their Eyes Are Upon Us] is impossible to complete, as you cannot interact with the Legion portals at the location.
It is impossible to finish the Stormheim scenario (for the quest Battle for Stormheim) because it is REQUIRED to have at least three players. Practically nobody plays Legion anymore.*
One of the only reasons you would do these in this day and age is to become eligible for Legion end-game stuff after the fact, as a max-level character. With these restrictions in place it makes it unnecessarily harder if not impossible to get things like the Class Hall mount for your character.
*Edit: You can do this with your friends, but they still need to complete the entire assault for that beforehand.
out of curiosity why are you doing legion assaults for class mounts? i have all of them and don’t remember needing to do legion assaults for any, but it’s been a while so i could be wrong.
In order to unlock the quests, you need to achieve Breaching the Tomb. While this is an account-wide achievement which I have, WoW apparently isn’t satisfied enough by that, because the NPC that’s supposed to give me the quest to start that questline doesn’t have anything for me.
To that end I can only assume that I’m required to complete that achievement on this character, too, which includes the quest “Defending Broken Isles”.
Do you have the “Champions of Legionfall” step completed? You can pick it up from Maeiv at Deliverance Point on Broken Shore to get a new follower for your class hall
The achievement is accountwide so you don’t have to do the whole thing for any mount after the first, but you do still need to complete that step each time. You should be able to skip the rest, unless it’s broken or got changed since i did it.
There’s the rub: I can’t get Champions of Legionfall because I haven’t progressed my warlock’s class order hall campaign, because I’ve not made this character during Legion and kind of just avoided it.
I don’t know if you could circumvent this in the past, but if it was intended to be skippable, it isn’t now. It’d be cool if you could, though, because some of those mission-based quests are just flavored timegating.

but you skipped your class hall?

unless I’m missing something, and I definitely could be since it’s been a while since i did this, It sounds like you just need to do your class hall. I thought it was a requirement to even start Breaching the Tomb in the first place, so I have no idea how you got the quest for Defending the Isles. lol.
then once you finish you class hall campaign you can find Khadgar on Krasus’ landing (near where the flight master is in Dalaran) and he’ll have a (skippable) scenario for you to do before teleporting you to Deliverance Point on Broken Shore where you can pick up the Champions of Legionfall quest from Maeiv, and since you already have Breaching the Tomb that should be all you need to pick up your quest for the mount.
Apparently the quest I stopped on (keep in mind, this is an old character and I don’t recall what exactly I’ve done) was [Black Rook Hold: An Unclaimed Soul]. I didn’t progress it any further than that, and I can only assume that’s because another expansion came out or because I stopped playing the character.
I’ve already gotten all the achievements with regards to legion because they’re account-shared and I’ve mained a warrior throughout Legion. If I recall correctly, you can skip directly to the Broken Shore after having done it once before; that’s why I was able to get Defending Broken Isles while having only gotten through ~a quarter of the class hall story.
Can also confirm this is the case. Something I’ve learned is if you are running a character now that is more than 2 xpacs old, it’ll give you the option to reset your quest log, something I did with my Mage.
I have the same issue and according to the help I got from Blizz Support, the Broken Shore storyline (of which Defending Broken Isles is a part of) is now required before being able to start your class hall, which does indeed mean waiting for a Legion Assault, unfortunately. I’ve been stuck on this step myself for a few days specifically because I havent been around when the Assaults pop up and was hoping to find a timer of some kind somewhere.
Wowhead should show you a timer for when Legion Assaults are up and when they’ll come up if they’re not right now. It’s got a separate ticker for EU and NA, too. I don’t recall whether the other zones need a queued scenario to finish the assault, but if it’s Stormheim you have to do, my condolences.
I hope Blizzard does something about this at some point.
