So it would seem when I try to do this quest, I cannot get enough progress during brewing. I watched videos, followed exact steps aka as slow as the video was, and it still doesnt fill the brewing process and not even restartin game/abandoning quest and retrying fixes it. So I am stuck atm in that quest. (brewmaster legion artifact)

I have the same issue, the problem seems to be that 5 steps are now required to fill the brew status, when in all the videos I saw of this quest required only 4 steps, which makes sense because there are only 4 ingredients !
I am also having this issue. I’ve tried turning off addons, refreshing, restarting… Nothing. It always resets the progress after the 4th choice, going back to splashing the water.
This is extremely frustrating, and I hope they would fix this so I may continue the story.
I was finally able to complete the quest, but it is definitely not the intended way, and might be a bug in itself that will not work for any one else. Let me go through how I did it :
I logged in and started talking with The Monkey King to see if the bug was still there. As soon as I saw the 5 steps required out of 4 ingredients, I knew it was still bugged and activated my Hearthstone to ‘‘The Parting Glass’’ in Valdrakken, Dragon Isles. I started walking around for a minute and used my drake to take off, and the moment right after mounting my drake, The Monkey King quest got completed from across the globe.
Hope it helps someone, like I said I don’t know if it will work for anyone else other then me. Let me know !

Holy carp, that worked. I used Hearthstone to Stormwind, then Portal to Valdrakken, and as soon as I mounted my drake, same thing, Brew Complete.

I started the Monkey Brew quest, did the first couple ingredients, used my Hearthstone to Valdrakken, and the moment I left the ground with my dragonflying mount I got 1/1 Brew made.
