When I transmogrify my gear, there’s a weapon type called “Legion Artifacts” which has one appearance: “Stonepaw (Green)”. This changes what my Bear Form looks like.
Is there a way to unlock the rest of the Legion Artifact appearances for transmog?
I played through Legion and have my artifact weapons, and about 7 appearances unlocked in the Dreamgrove. Changing the appearance of the Legion Artifact weapon doesn’t appear to give me new transmog options.

You have to transmog another weapon to the legion one.
You can still unlock most of them (the only exception being the Mage Tower appearance, since that was removed)
If you go to your class hall and go to it’s weapon Forge, under the appearance tab it will show you all your currently available skins and how to unlock them. Once you unlock the tint/appearance it will be available in your transmog book for use on any character of the same class.
Right click the appearance and you’ll get a list of the other options. It’s different for druids, they don’t appear separately. I thought it was broken too until I learned that.

When i do that it only shows me the 3 basic forms for all specs…?

You can still get them for every spec, can unlock any appearance. on them that was not directly tied to Legion only, you can still level them up, but all the effects are off so you are going to be swinging around a gigantic paperweight if you try to use it as a weapon.
