So rank 1 costs 1250 soul ash. Rank 2 is 2000 I believe. If I have rank 1 and upgrade to rank 2 is it 2000 or the difference which would be 750?
Total soul ash never changes. Just take the difference between the 2 required amounts and that’s the upgrade cost. Assuming your numbers are right then yes it would be 750. You need a new base item of the appropriate ilvl though.
Can you upgrade a base item? I mean after you add soul ash for a level 1 can you make it a level 2 with only ash, or do you need to upgrade the level first?
You need the Rank 2 base item, and the soul ash. That be all
You need the difference in ash plus the new ilvl item. So for 1 to 2 you’d need your legendary, a 210 base piece of the same slot, and some soul ash.

you need the soul ash plus the higher level item to upgrade and you can skip. so you can do lv 1 to lv 4.
If you have a level 1 base with ash on it. How do you get it to rank 2. Does it need 2000 ash or just 750 soul ash? Can you take the ash off of your original lvl 1 to put onto your new level 2?

Rank 1 (190 iLvl): 1250 soul ash
Rank 2 (210 iLvl) 2,000 soul ash
Rank 3 (225 iLvl) 3200 soul ash
rank 4 (235 iLvl) 5,150 soul ash
If you want to get to rank 2, you only need to spend 2,000 soul ash TOTAL. So, if you already spent 1250 to make a rank 1, you will only need 750 ash to upgrade to rank 2 (plus the rank 2 base item of course).
You do NOT have to build them in order. You don’t have to build a rank 1, then upgrade it to 2, then 3, then 4. You can skip straight from rank 1 to 4 with 3900 soul ash and the rank 4 base item.
I’d advise just skipping straight to rank 4 if you can. There’s no point in spending gold on buying a rank 2, then rank 3, then rank 4 base item, if you can simply buy a single rank 4 base item and skip rank 2 and 3.

To also add you cannot change the stats once its made and would require making a new legendary if you want new stats.

My take is that you need to buy a new white template of a higher level, somehow put your original legendary into it, plus the new ash required for its level. So the ash collected for a level 4 is all the ash that is needed for a 4 legendary, so if you start out with a 4 base, then add your ash and done. If you start out with a level 1, you will eventually get it to level 4, but will end up buying 4 base pieces, but have the benefit of getting a legendary sooner that can be used while you earn Soul ash for next level.
Ash amount always stays the same… the most logical thing to do is to just wait until you can go straight to rank 4… if you don’t want to wait then get rank 1 to have the power then skip to rank 4

No if you start at level 1 you not need to go through 1 by 1. You can have a level one and save up on soul ash to skip 2 and 3 and just buy the level 4 base.
So for example my boots are level two. Im saving up on soul ash to skip 3 and go straight to 4 while only having to buy the level 4 base boots.

Yea you can jump to any level item as long as you have the ash like some have said.
Bliz should just remove the crafting 15 items to learn next rank and up soul ash requirements. It’s ridiculous the amount of mats needed to reach the next rank.
