I am a fresh 120. I haven’t really played since Panda. A few of my guildies are telling me to get the Legendary cloak, however I am not seeing any quests to get it. Some people say that it pops up when in Boralus and it is not.
You have to first unlock azerite essences, which is unlocked by doing about 25% of the naZjatar questline. After that you will have the quest appear for legendary cloak
